Eligible participants in the contest shall be citizens of or lawful permanent residents of the United States. All contestants must be bona fide students herein described as any student under the age of twenty 20 years on the date of the national contest that is presently enrolled in a high school or junior high school public, parochial, military, private or home school in which the curriculum is considered to be of high school level, commencing with grade nine 9 and terminating with grade twelve Students must be enrolled in high school or junior high school during the time of participation at any level of the contest.

High school students that graduate early during the school year are eligible to compete if they are not enrolled in a college, university, trade school or other institution of higher learning at the time of the department finals contest.

Contestants must either be legally domiciled within or attend an educational institution within the department state where they enter competition. Contestants can enter competition in only one department. The three finalists of the national contest will be ineligible for further participation at any level. The Prepared Oration : The subject to be used for the prepared oration in the Oratorical Contest must be on some aspect of the Constitution of the United States with emphasis to the attendant duties and obligations of a citizen to our government.

The same subject and oration used in the department contest must be used in the national contest. The prepared oration must be the original effort of each contestant and must not take up less than eight minutes or more than 10 minutes for delivery. Contestants may have in their possession a copy of their prepared oration in the first holding room. The contest caps off with a final round that decides the three top finishers.

Speaking subjects must be on some aspect of the U. Constitution, with some emphasis on the duties and obligations of citizens to our government. Speeches are eight to 10 minutes long; three- to five-minute speeches on an assigned topic also are part of the contest. The American Legion Post may present a scholarship or such awards to the winner of the High School Contest as it chooses so long as such awards has NO cash value.

A deadline for the payment should be established by the awarding organization. The American Legion, Department of Texas, will award: Each Division winner will receive a certificate for participation in the Department Finals and a medal for their standing in the contest. The Department assumes no liability for the expenses of any individual contestant in connection with any High School, District or Division Contest.

Expenses of. No air travel is authorized. Such expenses will be paid to the adult chaperon or to the Post. The winner of the Department Contest will represent the State of Texas in the National Contests and expenses for such contestant will be provided in accordance with the National Rules. No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
